This specification is for a finished ANSI/ISEA 107-1999 Class II high visibility breakaway safety vest that will be worn by the Arkansas Highway and Transportation Department personnel during day and night conditions. The vest shall be in compliance with the 2003 Edition of the MUTCD Part 6E.02: High-Visibility Safety Apparel. The vests must be manufactured using ANSI/ISEA 107-1999 certified background and retroreflective component materials and meet all of ANSI/ISEA 107-1999 design requirements. The finished garment, the background material and the reflective material must be made in the USA. Component material in this specification shall be separately certified to ANSI/ISEA 107-1999 by a competent and qualified independent laboratory.
