Young Drivers

North Dakota has elements of a graduated licensing law but does not have a three-stage graduated licensing law.

• Instruction Permit:
In order to obtain an instruction permit, a person must be at least 14 years old, have the consent of a parent or guardian, and must pass a written test. People with an instruction permit cannot drive unsupervised.
• Operator’s License:
May be obtained at the age of 16 and after 6 months of holding an instruction permit. The operator’s license has no passenger or nighttime driving restrictions. Crashes or violations may delay the process.
