SB 1078 requires local governments and owners of private property used by the public to provide disabled parking spaces. The bill also doubles the fine to $100 for illegal parking in a disabled spot, and makes it a misdemeanor, punishable by up to a fine of $1000 and 30 days in jail, to illegally possess or distribute a disabled parking decal.
