Seatbelts
The Mississippi Department of Transportation says 718 people died in traffic accidents in the state in 2005, and 543 of those killed were not wearing seat belts.
Bills to enact a primary seat belt law failed for several years in Mississippi, with opponents arguing that government shouldn’t dictate what people do in their own vehicles. This year, money was at stake.
A federal law enacted last August made $498 million available to states over the next four years. To qualify for part of the money, a state has to either enact a primary-offense seat belt law or have at least an 85 percent seat belt usage rate, according to the U.S. Department of Transportation.
Mississippi could receive $8.6 million a year under the federal law. Sen. Trent Lott, R-Miss., is chairman of the Senate Surface Transportation Subcommittee and wrote the provisions for the incentive money.
